On August 19, after deliberation by the State Councilexecutive meeting, nuclear power projects in Shandong Zhaoyuan, Guangdong Lufeng, and Zhejiang San'ao were approved. CGN's Shandong Zhaoyuan Units 1 and 2, Guangdong Lufeng Units 1 and 2, and Zhejiang San'ao Units 3 and 4 officially commenced.

The meeting emphasized that safety is the lifeline of nuclear power development. It is necessary to continuously improve the level of nuclear safety technology and risk prevention capabilities, strengthen safety supervision across the entire chain and all fields, ensure the absolute safety of nuclear power, and promote the long-term healthy development of the industry.
The newly approved Zhaoyuan project is CGN's first nuclear power project in Shandong and also CGN's tenth nuclear power site. As of now, CGN has 28 nuclear power unitsin operation and 16 under construction domestically, with a total installed capacity of 51.162 Gw in operation and under construction.

Among the 6 CGN nuclear power units approved this time, HPR1000 units play a dominant role, which marks significant progress in China's batch construction of home-grown Gen III HPR1000 nuclear powerunits and a new breakthroughfor China's nuclear power construction.

CGN HPR1000 Demonstration Project

In May 2024, Unit 4 of the Fangchenggang Nuclear Power Plant in Guangxi officially met the conditions for commercial operation, which marks the full completion ofthe CGN HPR1000 demonstration projectand comprehensive implementation of HPR1000 from technology R&D, engineering transformation, to commercial operation. It has driven over 5400 upstream and downstream nuclear power equipment enterprises to achieve localizationof more than 400 key pieces of equipment, and China now has the capability to produce 100% of nuclear power complete sets of equipment domestically. On July 28, the first concrete pouring of Unit 5 at CGN's Ningde Nuclear Power Plant in Fujianwas officially announced, which becomes the 9th HPR1000 nuclear power unitof CGN to begin construction.

It is estimated that a single HPR1000 nuclear power unit can generate nearly 10 billion kilowatt-hours annually, sufficient to meet the annual electricity needs of 1 million people, equivalent to reduction of standard coal consumption by over 2.7 million tons and carbon dioxide emissions by over 7.4 million tons per year. The environmental benefits are equivalent to afforestation of more than 20,000 hectares, which is of significant importance in promoting green energy transformation and ensuring the achievement of "dual decarbonization" goals as planned.
