First Concrete Pour Successfully Completed for the Nuclear Island of Unit 3 of CGN's Zhejiang San'ao Nuclear Power Project

On the morning of November 19, Unit 3 of CGN's Zhejiang San'ao Nuclear Power Project successfully completed the first concrete pouring (FCD) of its nuclear island, marking the official commencement of the primary structure construction for the unit and the full-scale launch of Phase II project construction for San'ao Nuclear Power. Feng Jianping, Secretary of the CPC Leadership Group and Director of the East China Nuclear and Radiation Safety Supervision Station under the Ministry of Ecology and Environment of the PRC; Qian Zhe, Deputy Director of Zhejiang Provincial Energy Bureau; Li Ning, Executive Vice Mayor of Wenzhou Municipal People's Government; and Zhang Benfeng, Secretary of the Cangnan County CPC Committee attended the FCD start ceremony. Entrusted by Yang Changli, CPC Secretary and Chairman of China General Nuclear Power Corporation Limited, Pang Songtao, Deputy CPC Secretary and President of the Group, delivered a speech on-site and announced the start of the pouring. Cai Zhen, Member of the CPC Leadership Group and Vice President of the Group, presided over the event.

Feng Jianping, representing the safety regulatory authority, acknowledged the project's accomplishments and extended congratulations on the official commencement of the main structure construction of Unit 3 of the San'ao Nuclear Power Project. He noted that since Phase II of the project was approved on August 19 last year, Cangnan Nuclear Power has steadily advanced various preparations, and Unit 3 has successfully met the conditions for the nuclear island FCD. He expressed hope that Cangnan Nuclear Power would continue to practice the work style of "rigorous, prudent, detailed, realistic," to advance the subsequent construction of Unit 3 and the high-quality start of Unit 4 to higher standards and quality. He outlined four specific requirements: first, the team should effectively implement comprehensive nuclear safety responsibility and ensure sound operation of nuclear safety and quality assurance systems. Second, the team should attach great importance to ecological and environmental protection, and strictly implement environmental protection requirements. Third, the team should strengthen experience feedback and problem rectification to improve construction quality levels. Fourth, the team should solidly carry out safety and quality control during the construction process to ensure high-quality commencement and continuous building progress.

Li Ning, on behalf of the Wenzhou Municipal CPC Committee and Municipal People's Government, extended congratulations on the commencement of the main works for Unit 3. He pointed out that the FCD of the nuclear island for Unit 3 marks a new accelerated phase in the construction of Phase II of the San'ao Nuclear Power Project, and holds great significance for Wenzhou in accelerating the building of a pioneering demonstration zone for the province's new-energy system, a national new energy production capacity center, and an application demonstration city. He stated that the Wenzhou Municipal CPC Committee and Municipal People's Government will always adhere to the philosophy of "proactive service and precise guarantee" to safeguard the project, and expressed hope that Cangnan Nuclear Power will maintain high standards and strict requirements to ensure robust control over the safety, quality, and progress of the works, making the project a high-quality, transparent project and a demonstration of central–local cooperation that can stand the test of history and practice, contributing Wenzhou's strength to the construction of the national new-energy system.

Zhang Benfeng, on behalf of the Cangnan County CPC Committee and County People's Government, extended congratulations on the commencement of the main works for Unit 3. He noted that the San'ao Nuclear Power Project is a key project under the national energy strategy and also the largest single investment project in Wenzhou's history. He expressed hope that Cangnan Nuclear Power and all participating parties will strictly maintain quality and safety standards, strengthen collaborative support, organize construction scientifically, and ensure smooth, unobstructed project execution. 

On behalf of the Group Company, Pang Songtao expressed sincere gratitude to the Party committees, governments, competent authorities, partners, and people from all sectors of society who have long cared for, supported, and guided CGN's development and the construction of the San'ao Nuclear Power Project, and affirmed the achievements made in the project's construction and development. He presented three requirements: First, the team should fully recognize the utmost importance of nuclear safety, always bear in mind and thoroughly implement General Secretary Xi Jinping's important instructions for the nuclear power industry and CGN, and resolutely shoulder the political responsibility for nuclear safety. Second, the team should adhere to systematic thinking and a holistic perspective, balance all factors, plan systematically, advance in an integrated manner, and effectively enhance the "six major controls," striving to make the San'ao Nuclear Power Project a dual benchmark for construction and operation that is technologically advanced, managed to the highest standard, and yields significant benefits. Third, the team should firmly serve the national strategy, closely align with General Secretary Xi Jinping's positioning of Zhejiang Province as a "pioneer in Chinese-style modernization," fulfilling the mission and responsibility of a centrally-owned enterprise, striving to build a "central–local cooperation demonstration project," and contributing CGN's strength to Zhejiang Province in creating a national clean energy demonstration province and leading the construction of Chinese-style modernization.

Du Yanhui, CPCSecretary and Chairman of Cangnan Nuclear Power, stated that Cangnan Nuclear Power would always adhere to the basic principle of "Safety First, Quality First," and follow the management philosophy of "functions revolve around business, business revolves around the site, and the site revolves around tasks." Through continuous technical, managerial, and model innovation, the company will optimize construction management plans and enhancement measures, vigorously promote the application of new technologies such as digitalization, intelligent construction, and advanced building methods, strive to build a benchmark in construction and operation for Hualong One (HPR1000) nuclear power units, and ensure the high-quality completion of the Yangtze River Delta's first Hualong One (HPR1000) nuclear power project.

At 10:39 a. m., witnessed by on-site leaders and guests, Pang Songtao announced the commencement of pouring the first tank of concrete for the nuclear island of Unit 3 at CGN Zhejiang San'ao Nuclear Power Project.

As the first nuclear power project in the country with private capital participation, the San'ao Nuclear Power Project plans to build six 1-million-kilowatt Hualong One (HPR1000) units. Upon full completion, the project will supply over 54 billion kWh of clean energy annually to Zhejiang Province and the Yangtze River Delta region, reduce standard coal consumption by more than 16 million tonnes annually, and cut CO₂ emissions by over 51 million tonnes per year, equivalent to afforesting 120,000 hectares. Phase I of the project, comprising Units 1 and 2, commenced construction on December 31, 2020, and December 30, 2021, respectively, and relevant work is currently progressing efficiently and orderly according to plan.

Nearly 350 attendees, including senior officials from relevant departments of Zhejiang Province, Wenzhou Municipality, and Cangnan County, representatives from regulatory agencies, representatives from State Grid Zhejiang Electric Power Co., Ltd., Liu Haijun, Vice President of CGN Power, responsible persons from CGN Operations, CGN Engineering, and other member companies, project partners and participating entities, as well as members of the news media, participated in the event.
